The IRR is a public respository for routing information, AS peering agreements (and supporting information).
It would also be the authority for who can announce what.
The AS Numbers are delegated in a similar fashion to IP addresses.
One possible approach is to create a new object called a "permit-route" which would be a prefix.
The RIR would create this object to indicate what maintainer is authorized to create route objects under this information.
The IRR needs to be cleaned up. There is a coordination issue.both among the IRR participants and the IP registries.
