Goal: Improve the alighment between the alignment between the topology of the MBone and the topology of the Internet.

All tunnels (or multicast feeds) must be coordinated with the engineers of all transitied IP infrastructure.

All sites receiving tunnels (or multicase feeds) must adopt this MBAT, and apply it to all of their tunnels (or multicast feeds).

About 18% of the mbone is running mrouted 3.6.
